California Electricity Meters Can Reduce Energy Consumption. It Does This By "Asking" Consumers & Businesses To Cut Back Usage Before A Black Out Is Predicted.  Hence PG&E Can Cut Needs For More Nuclear Power To Cover Peak Periods.

The smart meters can really help.  But people can also opt out of using a smart meter at a hefty price.
